My best suggestion to you is to find out who specializes in up-do's in your city. Many salons have people who love to do up-do's and will often give you a free consult if it is for something special, like prom. Bring in pics of styles you like to give them an idea of your tastes. Don't be affraid of asking people, "Who does your hair." It flatters them and you can find out where to go.
