because I can easily say it over the phone.
but when i'm done being with him i just can't say it face-to-face, like i get all nervous.
whats wrong with me and is there something I can do?

It's very simple. It's fear of rejection. When you're on the phone it's just not as threatening. IF by any chance he rejected that over the phone you can at least feel "hidden" because he can't see your face and your reaction. It's absolutely totally normal! Most adults still can't say it out loud face to face! LOL Don't worry about it.
