Sex for some people is as natural as drinking water. For other is very terrifying. There must be something wrong with the boy. Now, this doesn't mean that he is gay or something of that sort. He could be afraid. Maybe he has a defect in his body. Maybe he is just shy. Maybe he is too self aware . Maybe he is afraid to screw up and be laught at how bad he does it. Maybe he has some religious believes that tells him that he should not have sex before he marries. Maybe he is impotent. It could be 1,000 different things. If you really care for the person then talk is the answer.
Sit down and with a soft voice ask him why he hasn't had sex with you yet. The trick to this is not to be pushy or aggresive. Again, sex is very sensitive subject for some people. I mean do push for an answer but don't be mean about it. You don't want to make the situation worst. Tell him that you must really know. I think is not normal for an adult to avoid the subject. Well, maybe avoid talking about it but to not have sex is odd.
So, lets assume he is just shy. Then you must make the first move. Play with him. Kiss him, whisper in his ear tease him for a long while till he can't get no more. Lock him up in a room so he can't get away. In short, if he won't give it up willingly then you must take it from him. Don't worry he won't mind. He'll say stuff like oh I'm not sure, perhaps we should weight. You don't need to say anything. just keep going till you'll get him to the point where he won't be able to turn back. Well, this is assuming his problem is that he is shy. It could be other things.

Maybe hes just scared to take that final step. Or it could be a more serios problem. depending on age or circumstances he may have a hard time getting or keeping a hard on. But you do need to talk to him about it. But after 4 yrs being together you should be able to discuss this with him. try to find out why! could be also he's uncertain about his sexuality

He likes men, not women. He's just pretending to have you for a girlfriend for appearances only.
If you're still not convinced, try getting him in the mood by showing him Michael Jackson videos, and Elton John vids. He'll probably get in the mood
