If you are a beginner and just getting started. Photo Shop Elements is an affordable scaled down version of Photo Shop.
It is an excellent program to begin to get acquainted with the photo shop tools and does allow some amazing results.
Like others have mentioned if you are going to get serious and look to be in the pro ring then by all means pick up the full version of Photo Shop.

There's a pretty simple user-friendly thing called Picassa, that has some basic Photoshop-like functions. As for buying Photoshop now, I'd suggest waiting a little while - their most recent version CS2 has been out for quite a while now, so you might wait for the new version to come out, then you can get CS2 at a cheaper price or spend more for the the newest version. Photoshop is awesome, but so darn expensive. If you're not doing anything too radical, some of the free stuff should work, but if you want to really work your photos extensively, you should buy Photoshop at some point.

If you are planning on having really nice images or going pro then it is in your best interest to buy the full version. I use photoshop daily and it is a great program and once you know all the different layers and what they are for you will have some beautiful images ^_^

just go on Yahoo FlickR and search the groups for a PSP8 ( or higher) group and join it. FlickR is not only amazing for the amount of photos there but for the amount of knowledge found there. Try it!

you can download the trial version from adobe.
And if you know how, you can probably find a SN for
adobe online, do like a search for keygen for photoshop.
Then you can get a key for the product, and viola, free
photoshop. :)
