I've known this girl for the better part of 10 years and she moved back to FL after a 2 year stint in NY. She always smiles when she's around me and she says, "I love you." before she says bye. Should I ask her out, or is she just being a good friend?

well...ask her out if you're prepared for a yes OR a no. If you can handle either answer then what do you have to lose? If you cant handle the no and you think it will put a strain on your friendship then think twice before asking.
BUT.....friends have a great way of making great partners!

If you like her, ask her out. If you think she may only like you as a friend, ask her how she sees your relationship, as friends or potential dates. If she says friends, say great and be friends. If she says I don't know and asks the question back then she likes you. Tell her you would like to go on a date.

I say "I love you" to all my friends they don't take it personally .... I think ..... thats not the point though
