Most CVS, Eckerd, and Walgreen's store carry a waterless shampoo. Ask the pharmacist for details. It gets used a lot on the elderly who are bed ridden. You can buy leave in conditioner almost anywhere.

I know that waterless shampoo for people exists. I was in the hospital not long ago and I got some from them. So far, I have only found it on-line. There's one brand named Psst. Funny I know. You just spray and brush. It's $11.95 for a 4oz can. I haven't tried it but it's what I've found so far. Try calling your local hospital and asking them if they can tell you the brand. It's a start. Good luck!
