of course. Electricity is A/C, which means alternating current. Breaker boxes can be a source of electromagnetic noise and if they're not to code they can give off a lot of EM which can affect people's sense of well-being.
Occupants can even mistake such exposure to having spirits or ghosts in the house since the emissions make them feel uneasy.
Another thing to look out for is storing solvents or pesticides in the house uncovered. Remove such items from the house.

No.

Unless, of course you are a sleep walker who gropes around with your hands in the dark and the cover on the breaker panel is removed and the floor is damp and........

Seriously, there is no RF or other significant radiation or magnetic fields in a household breaker box to be concerned with.

At the voltages found in houses or institutional buildings, no, it will not have any effect on you. No three-eyed babies or tumors.

Some molecular biologists believe that the magnetic fields produced by very high voltage high-tension lines and transformers may have adverse effects on people's health, but it is far from being an established fact.

But indoors, no. It's not to worry.

Straight answer, No

But hypothetically (and proven by scientists with people who live by power plants) the electrons that make up the electricity could stray off path and become a form of radiation to that would affect you(sort of like nuclear radiation, but obviously far less dangerous)
