"GOA" means the same thing to officers as it does to the people on the series "House". It is a universal term. As they stated "gone on arrival".

Gone On Arrival whom ever answered" its the same as dead on arrival" is wrong. gone on arrival means not presant or not there upon their arrival.
Dead on arrival means exactly what it says they are DEAD when one is dead upon their arrival
