The best way is to go to her. Not make her come to you, or do something with email or phone. Because email and phone is never better than in person.

Have you met her in person? If not, don't do it. All of the good love advice columns say the same thing: you can NEVER tell if you love someone until you spend time with them face to face.
Anyway, even if you are well aqcuainted, you CAN'T propose over the phone or email!!! You MUST do it in person! If you really love her, you'll believe she's special enough for you to get your butt on a plane and propose in person. Good luck!

For you to bring her in to this country for marriage, you need to apply for and receive a K-1 visa of fiancee' visa for entry to the USA for the purpose of marrying her.
If you marry her in her country, you need to apply for a K-3 visa for her which is a spousal visa. The waiting time for the approval of the preliminary petition (I-129F or I-130) and the following actual visa interview at an embassy takes anywhere from 6 to 12 months depending on the country of her residence. China and the Philippines can be longer.
There are many web-sites dedicated to helping people through the visa process for marriage either by K-3 or K-1.

What you could do is send her a package that says urgent and then when she opens it have a cd or a dvd with you asking her to marry you. Then get her a plane ticket you you go to her and have the wedding where she wants it! I had this same situation before but my fiance just decided to wait till I came back to the same country! I would hire a drama or theatre troup where she is to have 3 or 4 of them show up in a costume that she would love (medieval, roaring 20's, whatever) and have them do it for you at her door. You can write the script for them, what fun.
She's never going to forget that! :)
I also saw someone rent a billboard on the street where their fiancee drove to work every day, and put his picture on it holding out a ring with the obvious wording, "Sarah, will you marry me?"
It was really cute and she loved it, they got media coverage on it, very fun for everyone.

Send her the ring (insure it of course!!), put it in a small box and write on it "call me before you open this" then put that box in a larger one with the addresses and postage. That way you can ask her if she will marry you when you hear her gasp when she sees the ring.
