As of right now, I have to say Jack Nicklaus, because Tiger is still chasing his records, so for now Jack is the best, but Tiger WILL be the best golfer ever, just give him a few more years.
Palmer and Player were also very good, but they arent as good as Nicklaus and Woods.

Tiger Woods is the best to ever play the game.
Jack Nicklaus is second and Ben Hogan is third.
After that you go to Byron Nelson, Arnold Palmer and Walter Hagen.
Also, to the guy that picked Nicklaus because of the peers: Tiger has contemporaries named Els, Mickelson, Singh and Goosen and has still dominated like no other. The Golden Bear played great golf, but at no point did he dominate in the way that Tiger has.
Jack played against some great players, but history will eventually judge the Tiger Woods-era players very kindly as well.

Jack Nicklaus
Nicklaus did not dominate his contemporaries quite like Tiger dominates his, but his contemporaries included a couple guys named Arnold Palmer and Gary Player (not to mention Lee Trevino, Johnny Miller and Tom Watson). Jack still managed 18 major championship victories - nearly twice as many as the next guy on the list. He finished second in majors even more times than that. He's No. 2 to Tiger in terms of peak value, but he's still No. 1 for the value of his career as a whole.

Tiger dominates like no other golfer has against better competition. Jack is in that same hallowed place but in a different era. But Tiger is the best.

Jack Niclaus won the most major in the history of golf and also had the most runner up finishes in major championships with 19 and 73 top ten finishes. So he was a factor in a lot of major champoinships alot more then Tiger.

By far, the only flaw in his game is his driving accuracy which isn't as big of a problem with the shots he can make. His is the greatest putter ever. He is the greatest clutch player ever. He and Ben Hogan are the best ball strickers ever. When its all said and done he'll have over 100 wins and 25 majors.

he hasn't been discovered yet. He's too busy working two jobs to pay for his small family. But he's outhere, and in his mind, he plays flawless golf.
Everyone else who actually plays is either really lucky, or seasonal lucky... its a game of chance, and its a game that will humble you in a minute if you ever think about being the "best ever".
