Can the Dept of Ed.do both garnish my wages and take all of my tax return?

If you defaulted on a Student Loan, yes your refund from both Federal and State will be offset to pay towards the debt that you owe the Federal Goverment.

You can find out through Financial Management Services (FMS)
the amount showing owed at 1–800–304–3107.

Yes, if you defaulted on your student loans, they'll get the money however they can.
