There is a vacant lot next to our property where someone appears to be living in a small camper. I want to report him because he has a generator running all day and it's loud as hell. Plus he could be snooping at our home with binoculars.

To whom should I report him to?

This is California.

Living in a camper is not illegal. Trepassing on someones property is. Ask the owner of the property to file a complaint of Trespass.

Just call the police, and they should be able to help you, or call the city/county tax office and see who that property belongs to and notify the owners??? You might never know, the owners might might not even know, then again, the person or persons in the camper, could be the owners???

That is sad of you...have you thought that perhaps these people have nowhere else to go? Would it not be more of a good thing to ask them if you can help them in any way? Sure it might bother you that they have a generator but find out first before you make a fool of yourself. How do you know that they didn't buy the lot?
