He becomes a toddler when YOU decide to call him a toddler. My kids were toddlers on their first birthday. The term toddler is usually defined as a "baby" (I hate that term!) that is between age 1 and age 4. For my and my kids it has nothing to do with walking. It has to do with being "big" and kids always enjoy being "bigger" than they really are. You do what you think is right for you and your son.

Toddler is a common term for a child between the ages of one and three years old, although some may consider a toddler as to be between two and five.

They're called toddlers because they toddle! So when he walks. . .
But don't feel bad; it means you've got more time with your baby. Plenty of time for toddling. : )
(Then again, some kids never walk. . .I'd just say the toddler age is roughly when most kids toddle.)

The word 'toddler' comes from how children toddle when they begin to walk. I call a child a toddler when they begin walking. So if a child begins walking at 10 months they are then called a toddler. So it goes if they're 18 months when they begin to walk.

Literal definition:
tod·dler - (noun) a person who toddles, esp. a young child learning to walk (dictionary.com)

it is really a matter of opinion, for the most part, once a child is 12 months old, they are considered a toddler. some people use the word toddler to describe a walking child because they toddle. but if you ask me, if a baby is 9 months old and walking, i wouldnt call them a toddler, they are still a baby to me.

Technically it's when they turn 1. Even though they're still babies really when they turn one, that's what the general rule is. My son is 20 months and won't walk. He preferrs to crawl, it's faster and easier for him I think, but I still consider him a toddler. He's starting to talk now though.
