The Russians, they just dont care, they level whole cities in Chechnya, and unload thousands of bullets on a rebel leaders house..... saying it was an "accident"(They actually said they had tried to apprehend him, lol). Or pretty much causing destruction all over. They are brutal, and that is why they have Chechnya under their Iron Boot. Though yeah, you hear stories about Fighting over there, and the casulties.... but do you hear about leaders stickin thier heads out? No cause the russians would trace it and probably kill him.

Modern army it would have to be the Russians in my opinion, Chechnya proved that beyond a doubt. What's odd is that for their sheer brutality there is also alot of failures on their part that cause them to take pretty high casualties as well. Funny to see one mention Vlad Tepes but as history goes Vlad Tepes III of Wallachia which was in the balkans was definitely hands down for his time one of the most brutal of all military leaders,he is estimated to have impaled as many as 100,000 people defending his country. As a side note the name Dracula which he was given means son of the dragon,after his father Vlad Dracul,which meant the dragon,a honorific he was given as a member of the Order of the Dragon for his bravery fighting against the expansion of the Ottoman Empire.

I can't be sure that I got all my information correct. It's been a LONG time since I studies history, but it was the army led by the man who we now call Dracula.

The indonesian army is pretty ruthless also, but isolated to their own turf. Any army/force that kills its own countrymen etc has to have a screw loose somewhere.

I dont think the viet kongs army has been beaten in cruelty as of today.. they were relentless.. of coursetho terrorists are pretty relentless too.

jihadist terrorists. they hijack civilian planes and fly them into civilian buildings, they strap bombs to themselves and their children and blow up civilians in markets malls and churches.
they shoot their rockets from occupied apartments over Israeli forces into Jewish civilian neighborhoods, then hide the weapons under the beds of family's.

they issue us a challenge. we can violate our own rules of engagement and moral values to kill the enemy, or just let them kill and destroy till they are happy.
