Well, the first thing that comes to mind is the classic JB Weld. It's used as a cold fix for things when you can't (don't want to) weld them. It's a tough 2-part epoxy, and can be sanded...etc.

But, it's not from Washington.

Hi not sure about the weld adhesive billingham you are looking for but if you dont find it and need a very strong bonding adhesive try
STICKOFLEX or TIGERSEAL it comes in white or black i used to work in the autotrade and this was the main type of sealer to join metals it sticks fibreglass to metal very strong wood glass laminate carpets its great stuff but dont get it on your hands or clothes it comes off your hands with cellulose thinners
