One word for you: HIV If a tatoo parlor is willing to break the law and risk their license by doing minors, I doubt they care much about sterile practices either. Just use temporary ones for now and wait. Besides, trust me, what you think is cool now, you won't think is cool in 5 years and you'll most likely regret it.

You can hunt rats, but I don't think that they would taste very good. First is your crossbow accurate enough to hit a rat? Are you? Have you ever seen a rat remain stationary for more than a second or two. A rat doesn't have to move very far to make even a perfectly aimed shot miss completely. @Glacierwolf - I think they send the biggest trophy specimens to D.C. I'm curious though, what measurements do you use to score a rat?

Nowhere and if there is one, you don't want a tattoo from there anyway.

Wait til you're old enough, or you'll end up with a craptacular tattoo and some disease from an unclean shop.

Go to the supermarket. Where they have the quarter machines. There you might find the temporary tattoos, get one.
