It's a Chinese saying literally: " Above there is heaven, Below there is Suzhou and Hangzhou". It's means that the towns of Suzhou and Hangzhou is as beautiful as heaven. The town of Suzhou was once famous for its gardens and Hangzhou was famous for its scenery.

The other answerers are all correct, however I thought I would add that this saying really shows the Chinese way of thinking. What this is essentially saying is that "while no place but heaven is perfect, outside of heaven (and perfection), Su Zhou and Hang Zhou are pretty damn good!"
In Western culture, there's nothing wrong with describing a place as perfect when we know it's not really perfect, but rather as good as we're likely to get. The Chinese however, at least in the past, would defer the idea of someplace being perfect as existing only in heaven, while suggesting that the earthly equivalent (which by virtue of the fact that this place is on earth means that it's not perfect), is (in this case) Su Zhou and Hang Zhou.
Very telling on the Chinese psychology (or at least that's my amateur, banana-ish theory...).
