Indian Railway is not a company, it is governed by a Separate body called Railway Board which have Directors, committee members. There are different Zones and Divisions in that again.( Southern Railway, Southeastern Railway, South Central Railway, Central Railway, Northern railway, Eastern Railway, Western Railway ..etc..,.) It is the largest Monopoly body which employees a huge number.
You can buy a monthly pass only for specific Destinations, that too it can be used in Local trains in that area.
Unlike Chennai Bus pass for Rs.675/ Which allows you to travel in any bus within the city of Chennai and that too in their transport corporation only, Indian Railways do not have similar pass. So be care before you board a train with correct pass and check for the details of origin, destination, period, and your signature on that pass.

India has got only one railway, operated by government,if you pass for a particular travel(season ticket),i think you can travel in any trains to the places for which particular pass is issued.

Nick is quite wrong on the partition question. Britian was strongly against it, but Jinnah and the Muslims in the east and west of Northern India demanded an Islamic State not a Secular India as wanted by the Congress Party of Nehru. Britian and Mountbatten (the last Viceroy) foresaw the massacres of Partition but were powerless to prevent it happening. If it hadn't been the British in India, it would be the French (they had a foothold in Pondicherry) or Portuguese (who had footholds in Goa, Damman and Diue). All in all, the English were the best ot the bunch. Remember Portugal only left (were driven out) of Goa in 1964, 17 years after Britian left India.
