It`s a Valentines Day dance. But I hardly talk to him is it wierdo that I dont talk to him for a long time & then just walk up to him and "say wanna go to the dance".

take your friends, cause youll have fun no matter what. if you take the guy who sounds a little unstable who knows whatll happen. if you go with your friends you might even see him there and he might ask you.

This doesn't have to be an "either/or" thing. You could just say "Hi. [List of your female freinds] and I are going to the dance. Are you planning on going too?" This way, you'll be at the dance with your friends either way, and if he was already planning on going he'll be there anyway (and won't act surprised if you approach him there), and if he hadn't thought about it before then this question might make him change his mind (because he'll get the hint that you'd like to see him there). And the bonus is, you won't get "rejected" for anything.

It's more fun to go with your friends. If you see him there, by all means ask him to dance, but he would probably be weirded out if you just asked him to go after not talking to him for a while.

I always have more fun with friends. The guy normally just leaves and doesn't dance. Have fun either way.

You should go with the guy. You can hang out with friends anytime and go anywhere, but how often do you get to dance?

why dont you ask him to join your group? you can still go with him and not feel awkward because you have other friends around too.
