I think you are asking about if people can have a revelation of who God is by looking upon creation . Yes, that happened to me when I was three years old. I was laying on the grass looking at the sky and suddenly I was aware that God a Creator, Artist, Designer made it all, the sky, trees, grass, birds, flowers and insects. I had a revelation that God made it all. I remember feeling so awed by the greatness of God.

If I understand your question correctly you are stating the basic position of the intelligent desing camp in that the complexity observed in the natural world can be explained by God having a direct hand in its evolution/development not by mere chance. His glory being revealed in the amazing organ that is the human eye or in the complex workings of the most simple eukarotic cell.
