I received a notice that my car needs to get a smog certificate. The car is registered in Orange County, CA, but I'm currently residing in Santa Cruz County. One of the smog check places in SC said I need a special Dyno test because of this (at a special smog check only location), but I can't find any definitive information on how different counties have different requirements.

I'm thinking he's trying to get more money out of me (his quote for a Santa Cruz county car was $35, but for a car from OC, it's $90).

Should I just insist on getting the local smog check versus the "special" one? Is there an official resource for this somewhere? Thanks!

New tests include gas cap, NOX and dyno.

Your best bet is to check with the DMV in your area. The state has it's own set of requirements, however, it is possible the city's are much more strict.
