I have been there twice. It wasn't dirty. The streets are dirty with trash like in the dumps of New York. It wasn't anything like they show on T.V..... Tip is to watch you wallet and your ladies purse. They specialize in pickpocketing over there. If you take a tour the tour guide will tell you. I would choose somewhere else to honeymoon if I were you.

Well, I didn't go for a honeymoon, but I have spent some time there. If you are going in the summer make sure your hotel has air conditioning. Don't go in August because that is when all of France takes their vacation time and many (most) stores and restaraunts will be closed for several weeks. I second the comment about watching your wallet. Get a Guide to the city ahead of time and make a list of restaraunts you want to go to--walking around the city gets exhausting and then you are too tired to pick out a restaurant and end up at some cheesy tourist place. Definitely get some dinner crepes! Also consider taking a train out to the countyside for a few days. Have fun!
PS It is a big city, so it has the same problems as any major city (trash, pollution, crime, etc), but also has all the thrills and some beautiful architecture and art.
