Lactose is the predominant sugar found in milk. I just read the ingredient list on my bottle of Hershey's Chocolate syrup. It does not contain milk so there is no lactose in it.

Read the label and see what ingredients are there. If it says milk or skim milk or evaporated milk or milk solids then there is a good chance it contains lactose.
Also check out this website and if you click on the "contact us" link you can e-mail the Hershey's company to ask them.
