I think you asked him a little too early. So he kinda got scared. But he still hangs out with you maybe cuz he doesn't wanna hurt your feelings, or he wants to get to know you better and then ask you out later on.
Take this time, when he still hangs out with you, to get to know him better. Try to make him lol just like he tries to make you lol.
Once you both feel more secure around each other, maybe then HE will be the one to ask you out.

Maybe he just wants to be friends with you. You don't have to date every guy you get along with. In fact, that will ruin a lot of your relationships.
I assume he gave you a reason for not going out with you, but if not you could ask him. I don't know why, and no one else online will. Only he knows why. If you're going to freak out about this, you should either chill or talk to him.

lots of guys like to have the "control" (even tho they dont), and i think maybe you need to wait for him to ask YOU out...thats the more traditional way, and probably what he wants to do.
in the meantime, you gotta make him want to be with you one-on-one, like valentines day...chances are if a guy is nice to you, they are scared of ur older brother, or they got the hots for you! haha...good luck!
Make him feel like hes calling the shots (at least for a little while! haha)

Maybe he already has a girlfriend. He wants to be your friend. It's nothing wrong with having a guy friend.

I would say, keep being friends with him. After awhile if he hasn't asked you out, ask him out again, if he says no, ask him why. It may no be easy, but it could be worth it. Good luck, and take care.
