20% in mechanical = -/+20......

20% in electrical SHOULD indicate +/-20

But I prefer to err to the side of caution and treat it as +/- 10

Primarilly for electrical
Makes for a more reliable circut....
Besides, why stress your project more than you have to?

Yes. Usually in resistors 20% means +20 and -20
*Example:
Resistor 100 Ohms and tolerance 20% means
that when measuring this resistor its value shall remain between:

80 and 120 Ohms.
