He could be bored. If birds get bored, they'll learn to squawk to either keep occupied or get your attention. It can also lead to plucking, which it seems it's gotten to. Take him to a certified avian vet to rule out any health issues that may be linked to his plucking.

Otherwise, there are a few ways to approach the squawking. If you even do so much as acknowledge the bird when he's screaming, he'll know that this draws attention to him - and birds are just so attention hungry that they love that. When he's screaming, ignore him. Pretend he doesn't exist, don't do so much as look at him or respond to him in any way, including vocalizing back to him. When he's calmed down and quiet, go over and praise him, shower him with attention and offer treats. This will teach him that being quiet earns him rewards and the attention he wants.

Also, add some toys to his cage of all varieties and colours. This will keep him occupied, maybe enough so that he'll scream less. Since he's plucking, you'll want to consider shreddable and preener toys (they have thin, small straws that the bird can preen/groom in the way they do a feather) to divert attention from his wing or other parts of his body.

http://www.rationalparrot.com has a great page on screaming and how owners tend to reinforce this behaviour. The site as a whole is a great parrot resource.

Conures are very social birds. If he's healthy. You may need to consider changes. My conure flies around morning and evenings. Conures need to expel energy and be around your family. They sell bird flight suit"diapers" so no need to worry of mess. Also they need 10 to 12 hours of sleep a day in a quiet room. Plucking is usually the result of boredom, lack of sleep, stimulation or position of cage in the room. Make sure a radio or tv is on when everyone's gone. It should calm him.

Start approaching him when his quite, instead of when screaming. Remember birds generally perceive all attention as positive. So if he only gets attention when he scream, he will keep screaming more. So when ever he is quiet praise him pick him up and he'll associate affection with being quiet.

Birds can also be fearful of sudden noises or prey. If the cage is near a window that see prey animals they may scream. If the cage is located right next to the front door it may startle the bird into a constant state of fear. Some times small changes make a huge difference. My Nandy Conure sleeping cage is in my room. He stays perfectly content eating and playing until I awake, then says good morning sweet heart. When he slept away from us, he would scream until he saw someone. One change made all the difference for us. Also check with your local vet and bird club. They maybe able to help you. Best of luck.

It sounds like something may be medically wrong since the bird has pulled out those feathers. I would have a check up done.

After the bird is healthy, look to see if you are reinforcing the screaming behavior. Take a look at the link below to help train your bird not to scream excessively.

Welcome to the joys of owning conures. They scream. That's just what they do.

He's probably picking his feathers because he's either bored or not getting enough attention. Make sure to give him lots of toys (rotate new toys every couple of weeks to prevent boredom) and give him lots of attention (he needs a 2-4 hours of playtime with you a day).
