Well, nothing is inherently "good" or "evil", so that's why Buddhism doesn't agree with such a thing. Those two terms are constructs that vary according to the perceptions of the person apprehending them, therefore neither term has a finite definition, so such things don't make much logical sense.

when you see evil as something that good can be measured against then doesnt that give evil a purpose thus making it good ?

That's foolishness. It's impossible.

That just might be why God is allow us to see suffering.
