I have not worked in a city where local taxes are deducted from my paycheck in about 4 years. This year I recieved a paycheck from a previous employer from some lawsuit they had going and I paid 3.00 in city tax. Do I have to file a city tax return for that tiny amount? And if so how do I file if my husband is filing for a different city, but we filed our federal and state returns as joint?

You'll have to check with the city tax authorities. Whether or not you must pay city tax will depend upon how large that payment was. Even if no tax is due, you'll have to file a city tax return to get the $3.00 back. Only you can decide if it's worth the hassle.

bostonianinmo is correct. You need to ask the city involved. I've lived in cities that require every resident age 18 or over to file even if they have ZERO income. I currently live in a city that takes tax from my check but does not require filing as long as they get their 2% no matter how much I make.
