Painting over uneven surface is going to show. Apply paint in light layers over the paper (don't get it wet). A better solution is to skim the wall with mud (drywall mud). Then prime and paint.

First you need to prime the walls with an oil based sealer like Kikz, Zennzer (sp) there are several out there. This seals the walls OR it might cause the wall paper to turn loose. If the wallpaper stays up there after it's primed then you can go on and do any painting or finish you want. If you don't do some kind of texture or sand the wallpaper seams, they will show through if you just paint........ have had this happen too many times.

I would use a heat gun to completely remove the walpaper. Then re-texture the walls and paint. You should do it right to avoid a mess in the long run.
