Pilate did not want Jesus in custody. For he wanted the murderer Barrabas. He saw Jesus not a threat to the Roman Empire and wanted him free instead why he asked three times. Why you want this Barrabas free? So in reality Pilate did not get punished. He was doing the will of GOD which GOD had planned.

Pilate says at one point "I wash my hands of this" meaning that the guilt is not on him but rather those who wanted to crucify Jesus.

-Of course God's plan would go the way He planned it- I do not believe he did get punished, because he also said he found no guilt in Jesus.

God did not force Pilate's hand, he forsaw and used it for His purposes.

If Pilate did not repent of his actions and turn to the one that he persecuted for forgiveness, then ,yes.(as guilty,as Judas)

I don't think so. When Jesus said "Father forgive them, for they know not what they do..." he was referring to the soldiers who were simply following orders. Probably also applies to Pilate, who didn't really know or care who Jesus was, he just wanted to maintain order in Israel.

Both, actually. Some creatures, like Satan, serve God only because they are tricked into it, while other creatures serve God willingly. You might as well ask if Judas was serving God. he was, but not on purpose.
