The warheads of nuclear weapons can be dismantled, although it is a very dangerous process. This will prevent the weapon from exploding.

However, the highly enriched nuclear material that made up the warhead cannot be un-enriched. While not explosive, it is still highly dangerous and must be stored safely until it decays (which takes a long-long time).

Pretty simple to dismantle them actually. They are really quite fragile - only a slight disturbance in the implosion chamber (changing one of the explosives so that it doesn't perfected implode the fissle core to create critical mass) will make the thing a dud. The uranium or plutonium can be removed and either stored with radioactive waste or reprocessed for nuclear power plants.

It is very difficult to explode a nuclear weapon if it is not triggered in exactly the right way. Weapons can be recycled and indeed the plutonium could be used for power stations.

Yes they can be dissembled with no problem. There is always belligerent China.
