If abuse is defines as the use of a drug in a way that is harmful and not beneficial then I'd say nicotine (tobacco).

There is no way to use it that is beneficial but not harmful.

For instance, you put tobacco on your list, yet tobacco is a legal consumer product, with no limitations on use other than an age limit. Even its health risks are statistical in nature, rather than assured (you simply cannot smoke enough cigarettes to guarantee killing yourself, which cannot be said for alchohol or most illegal drugs). All you can say is that if you smoke 10 cigarettes a day for 20 years you have a 0.2% chance of dying from lung cancer each year, vs. a 0.02% chance if you don't smoke. So simply adding this to your list implies some form of social interpretation of drug abuse.

Rx for sure, Caffiene is given freely to tots as well, but Rx (look at Texas and HPV vaccination) takes the cake. Alcohaul and tobacco have terrible risks as well but so many surprises surprises (?) come from these Rx drugs like suicide,
dependency, brain damage, lack of oversight, surplus, marketing and pure ease. Not to mention that some people mix all four and its legal. Whats the long/short term effect and for everyone else?
