You dont know the guy he doesnt know, and I dont mean cheking you out because you look good. And you look at him and he keeps looking at you and observing what you are doing God is so anoyying!!!

This happens to me on the bus a lot. It gives me the creeps and it's really annoying. And I want to give them a dirty look or something, but then I don't want them to think I'm looking at them.
I wish people would never stare. It's so rude.

I realize you may not want to hear this and don't likely want to acknowledge that men and women are different, however Men are pretty much wired to look at, notice girls - the more interesting, the more we look (not just girls by the way - car / boat shows are a good example as well).
Just flat out staring at you, following you down the block is indeed rude behavior, but you are not his mom/dad and attempting to point out his rude behavior is likely to bring out the verbal abuse name calling behavior many just generally rude people have no problem using and displaying.
As to the guys that see you everyday and notice you, maybe smile, but keep there distance or look away when they realize your looking back - may be very "anoyying" - but apparently us poor guy's with our different internal wiring than yours, finds something interesting to look at and yet we know better than to touch.
It's also possible, if the guy is always in the same place, is he a look out?, an undercover cop? a security/cop for hire, and is he observing everyone? Are you being "profiled" because of clothing style.
Another thing about guys, we can zone out, - riding a bus or subway is a good example - as we zone out, our eyes wander and often fixate on a point, it might be your nose, your chest, the dog poop on your shoes, the poster stuck to the window/wall behind you. And If you asked me what I was looking at - I would not always be able to tell - if you wave and the guy looks startled and you may have just caught the guy zoning out, he won't admit it of course, but it's likely he was.
Just things to think about.
Us guys can be annoying, no doubt about it, sometimes however you choice to be annoyed - and that - can be a bigger problem

They say everyone has a twin maybe you look like another person they know. Go talk to them and ask them to stop or explain why they keep looking at you.

Get him to stop by bringing a muscular "boyfriend". Obviously he doesn't really have to be your boyfriend but maybe then the idiot will think you're taken and get imitated.

guys sometimes only want to annoy girls...and actually we are sometimes anoyying enought to be annoyed :D...other times they just stare at u coz they are boared and they only want to grab ur attention ....u know its kindda fun :D

depends on the guy. Is he hot?If you don't want him starring at you just say to him . What the hell you lookin at .

yes but to be funny and sometimes polite i just wave.......obviously if their straing at u they want to say something soo why dont u just start it off
