If this is for the duke of edinburgh award you should be able to get a 10% discount at millets and blacks. A good pair f boots is always going to cost you, but you can save by not going for a big brand name like scarpa. Look around in cotswold outdoors for a pair of Ranger Contours or similar, a very reasonable pair of leather boots at an affordable pprice. I suggest you spend no less than £50 if your looking for a long term investment, and leather boots definitely offer more protection and better grip, although they weigh more than fabric boots.

Wal-Mart. I bought some Brahma boots two years ago for $12 and their still in perfect condition. They've been through duck hunts, deer hunts and all kinds of other junk. Their still in perfect condition, and they keep my feet warm. Not much more you can ask for either.
I went to their website but couldn't find them. They had some for 22.83 though.
