is it a good idea to register a child with the 'operation safe child'?

has anyone had any negatives doing this? i'm wondering if its really worth it. I mean, now the child will be tracked and monitored..for life. basically.

I am not from New York, but I looked it up online and it looks like it is a good thing to do. It appears that storing the info is optional and the IDs are free, I would do it if I lived there! Good luck!
