No, you can only buy handguns in your state of residence (per federal law). Ohio requires that you be at least 21 to purchase a handgun.

Saxman has your correct answer. Per federal law, you must be 21 to purchase a handgun, and may only do so in your home state. At 18 you may purchase long guns in your home state and those that touch it, assuming all other state and local laws are followed.

Federal law requires you to be 21 to purchase a handgun and it also restricts licensed dealers from selling to anyone that does not posess a license from the state in which the purchase is being made.
