As far as overall cost of living, including housing costs, food, transportation and other items, Saskatchewan and Manitoba. Do some searches on real estate and you will find the comparisons amazing.

Newfoundland Labrador has the lowest cost for houses and property taxes, but some things are more expensive. Generally, thanks to the low cost of houses and property taxes, I believe it is the cheapest. I know people that bought a gorgeous house with 3 bedrooms for $26, 000.
Sales tax is 15%, which is in line with at least a few other provinces, such as Ontario.

I live in Alberta, and housing costs are astronomical in Edmonton, Red Deer, and Calgary (or anywhere within 50 km of the highway between Edmonton and Calgary).
Saskatchewan and Manitoba are good bets, but the economy isn't so great there if you're looking for work. Housing is very inexpensive in Atlantic Canada, but they have a very heavy tax load.
BC is very high in the lower mainland (Vancouver) and on Vancouver Island, and the Okanagan. Southeast and northern BC still aren't too bad.

Any province as long as it's not close to a major city. Vancouver and Ontario are thought to be the most expensive provinces. The maritimes are pretty cheap. Tax is the lowest in Alberta if you're planning to buy.

There are pros and cons to many areas in the country.
Alberta has one of the lowest costs of living, although the price of accommodations can be astronomical in many areas, the cheaper cost of fuel, electricity, and the dramatically lower tax rate more than make up for it.
The Maritimes also have a lower cost of living. Accommodations are low, but the cost of fuel and other purchases are higher than those in Alberta.

Montreal, Quebec!!! but you need french to find a job, otherwise don't even dream of living here
I don't think Alberta is the most affordable, but looks like the best to look for a job, so you may want to consider that one!

Southern Alberta is the best place. There is an extremely high employment rate, with above average salaries, The most affordable housing, cheapest utilities, and gas.(lethbidge-medicine hat)
