You'll probably get more people saying USAA than anything else, but chances are you're not eligible.
My parents and I have had good experiences with Progressive. Mileage may vary on getting repair shops to accept them, however, as apparently in some regions they're really stingy when it comes to paying for work. My mother has not encountered this in any of her SEVEN incidents with people hitting her parked car in the last 3 years.

It really depends on where you live. Rates for differents insurances companies vary from state to state. I know here in California, Allstate is the cheapest and the best.

I used to be with Progressive, we paid about $200/month for full coverage on 3 vehicles, and we were about 19-21 at the time. It was very reasonable in my opinion. Now we are with USAA, if you happen to be military this is the best insurance company. Good luck on finding a cheap one!

It's hard to answer without knowing your situation. Rates depend on age, driving record, where you live, etc.
Also, what's your definition of "best?" To me, it's how well they handle claims. Those companies with best claims service are not usually the cheapest in price.

this question drives me bonkers.
#1 - cheap and best are not always the same.
#2 - rates vary according to state of residence, age, driving record, insurance score, married, single, use - too many variables to be able to say! My insurance may be higher or lower than my next door neighbor, but it depends on many circumstances!
#3 - your best bet is to call around or get on the internet and find out for yourself!

I have response insurance.... they were cheaper than all of the other insurance plans. I have full coverage along with my wife. However, I have never had a claim however....
