Im a german citizen,just moved here in USA & married to a Military.My husband has to go overseas for 9months and i want to go back home.I already apply for the permanent recidence,social sec.nr,etc but it still take long n still in the process.I know when i came here I dont need a visa but why do i have to apply for traveldocument(I-131) if I can go USA w/out Visa???
USCIS Hotline couldnt give me the right answers...thanx

The difference is that now you are in the process of becoming a permanent resident of the US. Before you were just a citizen of Germany taking advantage of the Visa Waiver Program. You are kind of in limbo until you receive your I-551 (Permanent Resident Card), because you are in the process of adjusting your status in the US. If you have a passport with a temporary I-551 stamp in it and you will be returning before that stamp expires, you should be alright.
