he's a terrorist and on the "no fly" list
he is wanted for his arrest.
I think it has to do with something with the law and maybe criminal activity. even that, a country may want you to come back so they can arrest you.

If you are a "national" ... meaning the country you are trying to enter is your land of birth ... then there is only ONE reason that you cannot enter.

It is simply that you do not have a valid passport (from any nation, including your birth nation) - or, in the case of the Canada/US border, a valid proof of citizenship and valid photo ID.

It is possible, of course, that the individual trying to enter is on a "suspected subversive" listing of some sort; this usually means they are a political activist resorting to violence against civilians (i.e. terrorist).

If the one seeking entry has a criminal record in that country, entry will usually trigger an immediate arrest. This doesn't mean the person cannot enter ... simply that it would be unwise for them to do so if they wish to avoid ccriminal prosecution.

Let's say that you have a citizenship in two separate countries and you go to one of them to make some money. (And you previously refused to fulfill your duties as a citizen of that nation, such as refusing to serve in the military if the country requires it by law)

Then you will not be admitted into the country and be sent back to the place you came from.

Treason comes to mind. Or inability to prove you belong there.

I'd be a little leery of that friend of yours.
