You go up to them when they aren't around all their friends (so that if you get turned down theres not A LOT of witnesses) Then you just start talking to him and drift into the question. You could even just talk to him about going somewhere and see how he reacts. Like just ask to go somewhere as friends and once you get there ask him if he would ever go out with some one like you.

Easy....find out his likes or hobbies. Then ask him to accompany you to some type of event, this way it's an informal date and if you like each other, he'll ask you on another.
