The ID is used to see if you are valid to drive, your priors, and if you have any outstanding warrants/protective orders.

The insurance card is used to see if your car is insured (law in some states). Mainly, its for our information, unless it is not insured, and its illegal in that state, then you can get a ticket for that.

He's verifying that you have a valid Driver License calling into HQ plus seeing if you have any outstanding warrants personally or if the vehicle has been involved in anything on record. And seeing if your insurance is current and up to date.

Both. It's illegal to drive without insurance and without a driver's license, so he wants to see yours so he knows whether or not to cite you for not having them. If he decides to write a ticket, he needs to write your driver's license information (and in Cali you insurance info as well) on the ticket. Even if he's not writing a ticket, many law enforcement agencies require their officers to record the people they contact, so he's making some kind of record based on license info of who you are and that he contacted you.

Add to all that the good police work of just generally verifying information you get from the people you contact (because it often leads to discovery of bigger crimes like identify theft), and, yes, they probably are looking up the info, at least sometimes.

It depends on the state, but in most places, he'll either have equipment in his car to get the info himself, or if not, he'll call it in and wait for a response. He'll check to make sure the car registration is up to date, the car is not reported stolen, and that your insurance information is valid. He'll also check your name for any warrants.

Depends. If you live in a state that requires insurance, he is checking to make sure it is valid, and writing the information down.

The officer is generally looking to see what your expiration date is on your insurance card. As far as your id they are checking to see if it is valid,if you have warrants, etc.

He/she is likely running you for a valid driver's license, warrant check, and making sure you have proof of valid insurance.

He goes back to his car, radios in to the station, and checks the validity of your info.
