He may have been staring at you and you looked back which may have caught him off guard. Or you may have embarrassed him a little. Or on the downside he may be trying to avoid you for some reason.
Walk up to him and start a conversation and see what happens.It may be the beginning to a great relationship.

He might be shy because he likes you, be guilty of something, or just plain old uncomfortable looking anyone in the eyes.

Depends on the guy. Like if he's shy, then thats just how he is. That means that he likes you and hes too shy to show it or doesn't even know what to say.
But if hes a macho man. Then he might be gay.Or he just doesn't like you.
