OK, I am in Minneapolis for the first time ever and it is cold! I am thinking Calgary is not any warmer.
Check the churches in your area and see if there is a mothers day out.
I don't know if they do YMCA in your area but they have a family plan where you can leave the kids at their daycare for free while you work out. They also have VERY reasonable child care for 2 hour increments where you can leave her for a while and run errands.
Check with your school system as well. Some of them have programs where mom and child can do arts and crafts together and socialize for while. Helps children get ready for school. My small town in Oklahoma has this program at the elementary school for free. It is and hour and a half and it is great. They accept newborns up to shool age children.
We also have tumbling classes in our area for children 2 and over that are $25.00 per month.

All good ideas from the others. I'll mention this just because no one else has: many swimming pools also have small splash pools specially designed for toddlers. They're warm, usually just a foot deep and have many floating toys.
Toddlers' pools help kids become familiar with water; some also provide pre-swimming programs. Bonus: they're a fun way for kids and parents to meet other kids and parents.

I *think* it's probably to cold there but I would definitely recommend a trip to the park if the weather allows - tons of kids and she'll have to learn how to interact that way. Usually church's have childrens groups that you may be able to participate in. Check your local classified listing to see about other mom groups....Some local malls may also have a program...
Here in the US we have a place called Gymboree that has classes like this...not sure if there is one in your area.

Alberta has great programs like ryming tots and stuff where you and your child and the moms to and sit in a circle and do rymes and crafts and snacks. I live in alberta in small towns and they have always had them... I am certain Calgary would too.. call the health unit

Most dance studios have programs for the really small children. Something like Tumbling for Tots, what about a church program for children?, or you might consider actual pre school for just say 2 mornings so that its not too much for a three year old.

Check to see if there are any mommy groups in your area, those usually don't cost anything. Daycare is good, but expensive. If she hasn't been away from you before expect that she could be upset when you leave.
