Technically, everything is on SALE... but it is deceptive since most people see that will assume something is discounted.
Maybe there is something discounted, but it could be 1 item in the whole store.
Definately a deceptive sign.
There have been electronic stores that have been fined for doing something similar where they place an add for an item on sale, only 2 available, but when people get there... the sales staff redirects them to a "better" and more expensive item.
Best Buy (May 2004) was being investigated for, among other things: company engaged in deceptive advertising, failed to have advertised merchandise available for sale... etc. [see link below]

It's not deception, per se. A "discount" is the idea that we have for a sale. It is clever marketing, though.

I'd ask the owner or cashier to offer me a sale . They probably would if you make them an offer !!! Be Bold and Assertive.. .not compliant .

Both. Most probably a store that I would not purchase from either. If you can't trust on the one hand, how can you trust the product they sell.

Yes but there is a difference in "on sale" and "for sale". I hope you voiced your dissatisfaction and left.
