If you already have a pre-existing condition (a disability), most insurance companies don't seem to allow you to get short or long term disability insurance. Are there any companies that will allow you to get short or long term disability anyway, with the exclusion that if you become disabled due to your disability it won't cover it, but if you become disabled some other way (like an accident or something) then you would be covered? I know they call these "riders" but can't find a company willing to do this.

Looking for a company that will. Anyone know of any?

For short-term disability try Allstate insurance. They own a company called American Heritage that should be able to help you.

If you are already disabled you WILL NOT be able to get this type of insurance from ANY company.

Sorry, but your odds of getting an insurance company to insure you if you are already disabled are slim to none regardless of how you are willing to word it, you first have to be insurable and you are not.
