If I owe money to state of OR will they take my federal tax refund?

No, they are unrelated. You have to write them a check (or e-check if you're e-filing).
You'll still get your federal refund.
That would be convenient though.

It depends on what you owe the state for...child support, personal property, real estate taxes???
