Why would he? Unless he is going to work there. Mind you Nigeria has a strange way of looking at the world ie. online fraud is perfectly ok as long as you are defrauding someone outside the country. Better call an embassy and ask.

Yes, its a country like any other. You have to sort out your visa before you leave your country.
