From a Buddhist pov: Smugness is a form of arrogance that is based from a mind soaked in ignorance (not knowing) and it's a downfall because it's a condition of mind that keeps you thinking incorrectly and has a tendency to block absolute altruism, so in the "karmic" sense, it's bad news.

Arrogance can be a deadly sin. Confidence is perceived as arrogance sometimes, but the way to tell if someone is arrogant or confident is if they're speaking the truth or lying against it. The devil has people convinced that a Christian should be quiet and let him, the devil, get about his deceiving people without interference from sheep.

it is a 'sin' in that it distances you from life and useful information and relationships and reality. the person harmed by this 'sin' is the smug person. because they are not open to learn from many sources. you only hurt yourself if you choose to be smug.

No sin is greater than another. The Bible tells us not to judge the sliver in someone else's eye before taking the board out of our own eye. Catholics will disagree with me, but it isn't our place to judge the sins of others, we all do it... God will be our judge.
