Well if hes moving and doesnt want to go out with anyone since he'll be leaving maybe you should just respect his descion cause he'll be moving anyway so if you guys were to go out it would prolly end up being bad cause long distance relationships dont always work out.....

I would let him move forward and you, although may have the "hots" for him, I wouldn't interfere in his journey in life.
I would subtly give him your telephone number and ask him that when he is done moving, he may feel free to call you -

Write him a sweet letter and offer to help him pack. If he accepts your offer, slip the note in one of his bags. If he doesn't, then you could perhaps put it in his mailbox or under his windsheild wiper blade (if weather permits).
